Civil Defence in India

Established in 1969 the Directorate General of Civil Defence (DGCD) is under the Ministry Of Home Affairs.

Some extracts from the website:

Civil Defence aims at saving life, minimising damage to the property and maintaining continuity of industrial production in the event of an hostile attack.

Although the Civil Defence Act 1968 is applicable throughout the country, the organisation is only raised in such areas and zones which are tactically and strategically considered vulnerable from enemy attack points of view. At present, Civil Defence activities are restricted to 225 categorised towns spread over 35 States/Union Territories.
Civil Defence is primarily organised on voluntary basis except for a small nucleus of paid staff and establishment which is augmented during emergencies. The present target of Civil Defence volunteers is 12.49 lakhs, out of which 6.0 lakhs have already been raised and 4.8 lakhs have been trained. These volunteers are administered and trained by 68 Deputy Controllers, 17 Medical Officers and 503 Nos. of C. D. Instructors, which are full time paid posts.

Civil Defence Corps has the following 12 services in which volunteers are trained:-

Warden Service
Communication Service
Casualty Service
Fire Fighting Service
Rescue Service
Welfare Service
Salvage Service
Corpse Disposal Service
Depot & Transport Service
Training Service
Supply Service

Training

Training in Civil Defence have been planned with 3 tier concept, i.e., at local level or town level, at State level and also at National level. There are at the moment 18 State Central Training Institutes operating in the country. National Civil Defence College, Nagpur a sub-ordinate training establishment of the Ministry, is the training institute for the training of the State trainers and also conducts some special and advance training courses.

In addition, special collaborative courses are also conducted with various Military, Police and Civil Training establishments on Emergency Relief and allied subject, details of which are as under:-

i) CTI, Karnataka (Bangalore) Watermanship Course

ii) CME, Pune Camouflage & Bomb Disposal

iii) CPRTI, New Delhi Radio Communication

In addition they have pblications and documentaries on Civil Defence Training and activities which can be obtained from the Directorate General offices. The books are free of cost and the documentaries come at a nominal charge.

This seems like a good option for training our youth to combat such incidents of terror as that of 26/11/08. More public awareness on such programs and motivation to create more volunteers for such schemes from the govt. would be a welcome step.
